Can I avoid the call entirely?

Often. Bail the standing water out, twist the filter out and rinse it, lift the drain pump cover and clear it, then click the cover firmly home. If it drains after that, you are finished.

Why does it keep coming back?

Hard water and grease build a film in the drain path here that a hotter, softer-water machine would carry away. Cleaning the filter monthly stops most of it.

It has never drained since the new disposal went in.

Then it is almost certainly the knockout plug, which has to be punched out when a disposal is fitted and frequently is not. That is an installation fix rather than a repair.
