Filters, first and always
A grease filter that has been through the dishwasher a hundred times is not the filter it was. On a recirculating hood the charcoal filter is the whole system and it is not washable.

The far end of the duct
Checked from outside where we can get to it. A wall cap with a corroded damper that no longer opens gives you a healthy-sounding hood that moves no air at all.

Motor and control
A hood stuck on one speed is the control; a hood that hums and does not turn is the motor or its capacitor. Both are quick.

A short list of things to be wrong
A motor, a speed control, a light, filters and ducting. There are no error codes on this equipment and it does not need any: a fan that will not run, a fan stuck on one speed, a light that flickers and a hood that moves no air are four different problems you can tell apart from the kitchen floor.
What the salt air does
Near the water the outside end of the duct ages first. A wall or roof cap with a corroded damper stops opening properly, and the first symptom is not a noise — it is a kitchen that stays smoky behind a hood that sounds perfectly healthy.
Ducted or recirculating
In a condo the answer is very often recirculating, whether or not anybody was told. That changes the maintenance completely: the charcoal filter is the entire system, it cannot be washed, and replacing it is usually the whole repair.

The fan runs but it barely pulls.
Filters, then ducting. A long duct run with two elbows and a wall cap moves a fraction of the rated airflow even when everything works, and a cap that has corroded shut moves nothing.
It used to come on by itself with the cooktop.
That is the connected pairing between the two appliances, and it drops out after a router change or an update. It is a setting rather than a repair — worth trying before booking anything.
Mine does not go outside at all.
Then it is recirculating, which is most hoods in a high-rise. It lives on its charcoal filter, which is a consumable most people have never been told about, and once saturated the hood is just moving air around the room.
